Changes to the state central registry (scr)

The bill signed into law in April 2020, makes four significant changes to the State Central Registry. Parents and advocates have been pushing for years to reform the way the SCR works in order to reduce its harmful impact on families and communities.

This bill raises the standard of evidence, making it harder to list parents on (SCR); limits the time that parents can be listed for neglect to a maximum of 8 years; allows parents to present evidence of rehabilitation at a fair hearing; makes it illegal for parents who have been not been found guilty to be placed on the SCR anyway.
